What is the difference between a Radiation Protection Officer and a radiation worker?

The Radiation Protection Officer supervises; the radiation worker operates. The officer is the person the licence names as responsible for the radiation protection programme — he sets the rules, keeps the records, investigates a high dose reading and represents the facility in front of the regulator. The radiation worker is anyone assigned to work with or near a source: a radiography assistant, a gauge operator, a store keeper, a driver. Both must be trained before being assigned, but the officer's course is longer and carries responsibilities the worker's course does not. A facility needs both: an officer who has not trained his workers has a programme on paper only.

When is a facility in Qatar required to appoint a Radiation Protection Officer?

From the moment it applies for a licence to possess or use a radiation source. Under Decree-Law 31 of 2002 and its Executive Bylaw 4 of 2003, the licence is issued to a facility that has a named, qualified Radiation Protection Officer — it is not something added later. In practice the Radiation Protection Department asks for the officer's qualification certificate and personal licence as part of the application file, and asks for the replacement's details before the officer leaves. A facility operating without a currently qualified officer is operating outside the conditions of its own licence, and that is what an inspection records.

What is the difference between a personal licence and an institutional licence?

The institutional licence belongs to the company and covers the practice: possessing sources, operating a bunker, running a training centre. The personal licence belongs to an individual and covers what that person is qualified to do: operate a radiography projector, act as Radiation Protection Officer, run a nuclear gauge. One does not substitute for the other. A company with a valid institutional licence still cannot let an unlicensed technician expose a source, and a licensed technician cannot work for a company whose own licence has lapsed. Both are checked in the same inspection, and both have their own expiry date.

What are the radiation dose limits for workers and for the public?

For an occupationally exposed worker the effective dose limit is 20 mSv per year averaged over five consecutive years, and it may not exceed 50 mSv in any single year. For a member of the public the limit is 1 mSv per year. These are the limits in IAEA GSR Part 3, which the Qatari framework follows. Two points are missed often: the limit applies to the individual, not to the job, so a worker who moves between employers carries his cumulative dose with him; and the limit is a ceiling, not a target — a facility is expected to set dose constraints below it and to keep exposures as low as reasonably achievable.

When does Naturally Occurring Radioactive Material (NORM) become regulated?

When the activity concentration of the material exceeds the exemption or clearance level set by the regulator for the radionuclides present — typically radium-226, radium-228 and lead-210 in oil and gas scale and sludge. Below that level the material is handled as ordinary industrial waste; above it, it becomes a regulated radioactive waste with requirements for storage, transport, records and a disposal route. The practical consequence is that you cannot know which category a pipe, a separator or a tank bottom falls into without measuring it, and a facility that has never surveyed its NORM cannot demonstrate to an inspector which of the two it has been handling.

What is required to move a radioactive source by road in Qatar?

Four things travel together: the right package, the right markings, the right documents and a trained driver. The package must be of the type approved for the source — a Type B container for an Ir-192 projector, for example. The markings are the label and placard showing the category (I-WHITE, II-YELLOW or III-YELLOW) and the Transport Index, which is set by the dose rate at one metre. The documents — transport approval, consignor declaration, package certificate and written emergency instructions — stay in the cab, because that is what an inspector asks for first. And the driver must be trained in what to do if the vehicle is hit or the package is damaged: secure a cordon, keep people back, and call before touching anything. The framework is IAEA SSR-6, applied through the Radiation Protection Department's approvals.
