Produced Water Discharge Limits Under Qatar NORM Rules

Two conditions, not one

Produced water is the water that comes up the well with the oil or gas. The produced water row of Annex 1 allows it to be discharged directly to the environment, and it sets two conditions for each kind of emitter rather than one. The first is a concentration at the discharge point. The second is a total of released activity over four consecutive weeks. Meeting the first alone does not satisfy the row.

Two units appear here that do not appear in the solid rows. A becquerel per litre is a concentration in a liquid. A kilo becquerel is a thousand becquerels, and in this row it measures a total released over a period rather than a concentration at a moment. So one figure is about how concentrated the water is, and the other is about how much activity left the plant in four weeks.

The gate above this row is article 5, like every other row in the annex. Below the levels the exemption applies, and it is an exemption from applying the regulations in force. Above them the wording is that the material is treated as radioactive contaminants.

The row, transcribed

The produced water row reads: radioactively contaminated water is discharged directly to the environment if, first, the concentration of alpha particle emitters at the discharge point does not exceed 1.2 becquerel per litre and the activity released over four consecutive weeks does not exceed 20 kilo becquerel; and second, the concentration of beta particle and gamma emitters does not exceed 50 becquerel per litre at the discharge point and the activity released over four consecutive weeks does not exceed 1000 kilo becquerel.

Our reading, attributed to us, is that the word and inside each of the two numbered limbs is what makes the two figures cumulative rather than alternative. Each limb names a concentration at the discharge point and a four week total, joined, and neither limb offers a choice between them.

How the two columns relateOur reading: both are required together, because the row joins themOur reading: a cumulative total needs a running record, not a single sample

The gases row is reserved here, and we say so

Annex 1 has a row for contaminated gases. We have not quoted it on this page and we build nothing on it. The reason is ours and we state it plainly: the direction of its two limits between alpha emitters and beta and gamma emitters reads against what the other rows of this same annex do, and against the usual international order. So we are holding it until it is checked against the page image of the source.

This is a statement about our method and not a finding about the text. We are not saying the published row is wrong, and we are not correcting it. We are saying that we do not quote a figure we have not finished verifying, and that a reader who needs the gas limit should ask the Ministry for it directly. It is one of the three questions this batch puts to the Ministry.

A concentration beside a total

The two columns of this row need two different kinds of evidence, and that is the practical heart of it. A concentration at the discharge point is a sample: a result with a time, a place and a method. A four week total is an arithmetic sum over a period: a flow record multiplied by concentrations, kept continuously. A facility with excellent sampling and no flow record can satisfy the first column and have nothing to show for the second.

The four weeks are also consecutive by the wording, so the window moves with time and is not a calendar month chosen once. That is a record keeping instruction more than it is a calculation.

What a discharge record has to contain

Nothing below permits a discharge. It is what a facility is asked to show about one.

A worked case where the first condition passes and the second does not

A discharge point is sampled and the alpha concentration is 0.9 becquerel per litre. The row names 1.2 for alpha emitters, so on that figure the water is below the limit.

Discharge continues at that concentration for four consecutive weeks, and the flow record shows the released activity over those four weeks reached 24 kilo becquerel. The row names 20 kilo becquerel for alpha, so the second condition is not met.

Our reading is that the row joins the two figures, so the first condition alone does not satisfy it. And the only reason the facility can see the problem at all is that it kept a running flow record. Without that record the file shows one good sample and nothing about the total.

What this page does not do is tell you what follows from the shortfall. That is a matter for the Ministry, and the step is to report and ask rather than to adjust a number internally.

Four items in the discharge file

The discharge point identified as a place, with its samples by date and method.

A continuous flow record, because a four week total cannot be reconstructed afterwards from memory.

The alpha figures and the beta and gamma figures kept apart, since the row gives each its own pair.

A written enquiry to the Ministry for anything the row does not settle, with the row quoted in full.

Frequently asked questions

Is the concentration figure enough on its own?

Our reading of the row is that it is not, because each limb names a concentration at the discharge point and a four week total and joins them. We attribute that reading to ourselves, and the row is quoted in full in the Arabic text of this article so you can read it yourself.

What is the limit for contaminated gases?

We are not quoting it. Annex 1 has a gases row, and we are holding it until it is checked against the page image, because the direction of its two limits reads against the other rows of the same annex. Ask the Ministry for that figure directly rather than taking it from us.

Are the four weeks a calendar month?

The wording is four consecutive weeks. Our reading is that this is a moving window rather than a calendar month chosen once, and we attribute that reading to ourselves. Practically it means the total is kept running rather than closed off at a month end.

Who measures the activity in the water?

A laboratory, from samples taken by a specialist. The Institute works in training and consulting and does not run laboratory analysis, so a concentration figure comes from a laboratory report with its date and method.

Does being below the row mean no duties at all?

Article 5 exempts from applying the regulations in force, and it attaches the condition that the waste is arising from practices subject to licensing and registration. It does not say exempt from these rules, and we do not say it either.

Technical note

A concentration and a total are not the same quantity and cannot substitute for one another. A litre can be clean while a month is not, if the volume is large enough. That is the whole reason this row has two columns.

And the discharge point is a place, not a time. Sampling somewhere upstream of it describes the water there and not the water at the point the row names.

One more thing on measurement, because every figure on this page is a measured figure. The reading is taken by someone qualified to take it, with an instrument whose calibration is current and whose response was checked before the work, and the instrument has to respond to the radiation actually present and at the energies present. A gamma probe does not reliably detect an alpha emitter. And a result is written down with its date, its instrument and its method, because a reading without those three is not evidence a year later.

Where DITEC stands, and what this text is

ALDuha Institute for Training and Environmental Consulting (DITEC) works in training and consulting only. Building a discharge record, and training the people who keep the flow log behind it, is training and consulting work. Measuring the activity is laboratory work. The Institute does not run a laboratory analysis service, does not calibrate instruments and does not test equipment, and field surveys are carried out through specialist partners. Licensed training is what the Institute offers, and nothing in a training programme or in this explanation is an undertaking that a licence will be issued or that it will be issued within any period.

A note on the authority: the text names the Ministry of Environment. Today that competence sits with the Ministry of Environment and Climate Change, Radiation Protection Department. The gas limit we are holding is a question for that department. The successor reading is ours, not the wording of the decision, and where the decision is quoted, the original wording is kept in the Arabic text of this article.

This article is an introductory explanation of a published regulatory text and is not a legal opinion.
